Information on the perception of risks and their individual and social consequences is the basis for assessing the population's ability to help themselves and society's resilience. In addition to the assessment of risk and hazard situations, it is essential for effective decision-making and effective crisis management. They enable the derivation of political and strategic measures for risk reduction and prevention, allow risks to be recognized earlier and thus offer the opportunity to react to them in a targeted and timely manner. Overall, they help to ensure the psycho-social stability of the population before and in times of crisis, identify vulnerable groups, promote individual and collective protective behavior and strengthen social resources such as the willingness to help. Against this background, (TU Braunschweig), (Medical School Hamburg) and (海角直播 Kaiserslautern-Landau) have developed a concept paper for the establishment of "Situation monitoring on the psychosocial situation and self-help capacity of the population in Germany". The aim of the paper is to make a contribution to the continuation of previous work and to encourage discussion of possible implementation options.
